During the non-cooperation khilafat movement, the council elections were boycotted in most provinces except Madras.
Participation of the middle class in urban areas sparked the movement. Thousands of students dropped out of government-run schools and colleges, principals and teachers quit, and lawyers stopped practising law. Most provinces boycotted the council elections, except Madras, where the Justice Party, the non-Brahman party, believed that joining the council was one opportunity to acquire some power- something that typically was only available to Brahmans.
