During the Rigvedic period, the chief of tribes was known as Raja.
The leader of the Jana tribe is Rajana. Rajana was a guardian of the tribe and its wealth of animals rather than a legitimate ruler. There is no real territory or state structure or even a real king. Since Rajan was the ruler of the people and not the ruler of the territory, he was also called Janasya gopa or  Gopati Janasya. Rajana waged war in the name of his Jana. These wars were for control of livestock wealth, not for territorial possession. So the concept of land territory ceased to exist at the beginning of the Rig-Vedic period. This is why, while the term Jana appears many times in the Rig-Veda, Janapada does not appear once.
