According to Article 356, President's Rule can be imposed on any Indian state if the constitutional mechanism fails.
If the state's circumstances prevent the state government from carrying out its duties per the Constitution, the President may act upon a report from the governor. The President may declare an emergency in the state if satisfied with the governor's information. The Parliament must adopt an emergency declaration within two months.
