Though formally introduced by Mahatma Gandhi, decentralisation was later incorporated into the Indian Constitution using a bottom-up approach. From the perspective of making governance more efficient, decentralisation is a form of sharing or division of powers between different levels of government. In India, the Panchayati Raj system signifies decentralisation. It was established with the perspective of building democracy from the grass-root level. The development of rural India rests on the shoulders of the Panchayati Raj System. It has been institutionalised by the 73rd Constitutional Amendment Act of 1992.
