Concept- When an acid reacts with a metal, it will produce a salt and hydrogen gas.
The production of hydrogen gas is responsible for the fizzing sound.
Acetic acid is a weak acid and hydrochloric acid is strong acid. A weak acid does not dissociate completely , thus the extent of reaction of magnesium with weak acid is less than the reaction with strong acid.

In the test tube one magnesium and acetic acid is added and in the test tube second magnesium and hydrochloric acid is added. As the hydrochloric acid is more stronger than acetic acid. So, fizzing occurs more vigorously in the test tube one with hydrochloric acid.
