Equation of the given circles can be written as C1:(x1)2+(y3)2=1  having centre at (1,3)  and radius 1 and C2:(x+3)2+(y1)2=9  having centre at (3,1)  and radius 3.

Both the circles clearly touch x=0andy=4

Now,                  |3×1+4×31032+42|=1

And                    |3(3)+4(1)1032+42|=3

So, both the circles touch 3x+4y=10  also.
