Leaders like Bipin Chandra Pal, Bal Gangadhar Tilak, and Lala Lajpat Rai criticised the Moderates for their politics of prayer and emphasised the value of independence and creative work in Bengal, Maharashtra, and Punjab, respectively. During the INC's Surat session in 1907, the distinctions between moderates and extremists were established. They desired to attain "swaraj". They supported a three-pronged strategy of swadeshi, national education, and boycott.
