Federalism is a form of government in which the powers are divided between different levels of government. Federalism or power-sharing is one of the key features of democracy. In the case of Sri Lanka, the country had a unitary form of government. There was no regional autonomy. This situation was exacerbated by the fact that the Sinhala dominated government of Sri Lanka introduced policies that established Sinhala supremacy. It alienated the Tamil minority. The lack of regional autonomy meant that the Tamils did not have the means to have to their concerns heard or find representation in the government as they constituted merely 18 percent of the population.
Thus, the lack of a federal system of government or power-sharing arrangement led to frustration and disunity in Sri Lanka.
