Federations are contrasted with the Unitary government.
Under the unitary government system, there is only one tier of government, or the subunits are subordinate to the central authority. The central government can pass the order to the provincial or local government. For example, Sri Lanka is a unitary government, and the union government passed a new law stipulating that the state shall protect and foster Buddhism. In contrast, the central government cannot order the state government to do anything under the federal system. The state authority has the power of its own, for which it is not answerable to the central authority. Both these authorities are separately answerable to their citizens.
