Few Gram Panchayats are grouped together to form a Panchayat Samiti or Block or Mandal. Panchayat Samiti is a rural local government body at the intermediate level in India. Panchayat Samiti works for the development block. As it is composed of many gram panchayats together, it is said to be the "panchayat of panchayats." A panchayat Samiti comprises elected members of the area like the block development officer, MLAs, MPs belonging to that area, and other underrepresented groups like Scheduled Castes, Scheduled Tribes, women, associate members, and the elected members of that panchayat block on the district board. The job of the Panchayat Samiti is to collect all the prospective plans prepared at the Gram Panchayat level. It then processes them for funding and implementation by evaluating them from different angles of financial constraints, social welfare, and area development. Panchayat Samiti is also meant to identify and prioritize the issues that should be addressed at the block level.
