Private contractors were permitted by the government to fish in the Tawa reservoir in 1994. These contractors evicted the locals to hire cheap labor from elsewhere. When the villagers refused to leave, the contractors started threatening them with hoodlums. The villagers came to a consensus that it was time to organize an organization and take action to defend their rights. Rallies and a chakka jam (road blockade) were organized by the recently founded Tawa Matsya Sangh (TMS) to demand the right to continue fishing as a source of income. The administration established a committee to examine the problem in response to their protests.
