In the 1940s, rationing was first implemented in India. Before the Green Revolution in the 1960s, severe food scarcity led to the revival of the rationing system. Three significant food intervention programmes were introduced in response to the high incidence of poverty levels, as reported by the NSSO in the mid-1970s: Integrated Child Development Services (ICDS), introduced in 1975 on an experimental basis; the Public Distribution System (PDS) for food grains; and Food-for-Work (FFW), introduced in 1977–78. Several programmes have been introduced over the years, and some have undergone restructuring due to increased programme administration knowledge.
