In the II circuit diagram, the voltmeter is connected correctly.
A voltmeter is a device which is used to measure the electrical potential difference between two points in an electric circuit, whereas an ammeter is used to measure electric current, which is usually connected in series and a voltmeter in parallel. In an electric circuit, a voltmeter will always be connected in parallel with all the resistors so that the voltage across any two points can be measured, and an ammeter will be in series. In circuits II  and III, voltmeters are connected parallelly. But in diagram III, the polarity of the voltmeter does not match the polarity of the cells used in the circuit. It matches in the case of diagram II only. So it is the correct diagram.
