Flow the current in the circuit as shown in figure. 

Writing KVL equation for loops, I, II and III

9+3I+6I1=0,4I2+2I3+I26I1=0

2I4+42I3=0

Using KCL ; I=I1+I2I2=I3+I4

Solving above equation we get I2=0.5A

So, potential difference across 4Ω resistor is, V=4I2=4×0.5=2 volt
