Mahatma Gandhi suggested the three proposals for the Non-cooperation movement. Gandhi ordered the non-cooperation movement to be carried out in stages. To unfold these stages, he first wanted the people with titles, honours and honorary posts to surrender them to the government. The next stage was to boycott the foreign goods sold by Indians and the civil services, army, police, court, legislative councils and schools. Finally, if all these stages were to cause repression by the government, civil disobedience would be launched. He also organised an extensive tour throughout India to gather popular support for the movement.
