Forced labour without payment is called begar. In this type of labour, the workers called beggars are compelled to offer their services for free. The Non-Cooperation Movement moved beyond the cities and into the countryside. The movement in this area was directed against talukdars and landlords who demanded ridiculous fees and additional excise taxes from peasants. Peasants were forced to beg and work on landlords' farms for no pay. They were also taken advantage of by talukdars and landowners and forced to pay exorbitant rents. They had no security of tenure as tenants, being evicted regularly. Therefore, they had no right to the rented land.
