Foreign affairs of the country is included in the Union List.
The powers of the Centre and the States are demarcated by three lists, namely, the Union List, the State List, and the Concurrent List. Union list contains the subjects of national importance such as defence, foreign affairs, communication, banking, etc. Only the central government can make laws and policies regarding these subjects. The state list contains the subjects of regional local importance such as police, agriculture, trade, etc, on which the state government can make laws and policies. The concurrent list includes subjects on which both the Central and the State governments can make laws, but the central law will prevail if there is a conflict with the state law. There are some residuary subjects over which the central government has full authority to legislate. Foreign affairs is thus a subject under the jurisdiction of the Central government as it requires a uniform law throughout the country and it is of national and critical significance.
