France established a constitutional monarchy in the year 1791.
France advocated the constitutional monarchy. On September 3, 1791, France attained constitutional monarchy status. In 1791, the National Assembly completed writing the constitution under the direction of Mirabeau and Sieyes. The National Assembly, which was indirectly elected, was given the authority to enact legislation by the Constitution of 1791. In other words, the Assembly was chosen by the electors who the citizens chose. However, not all citizens possessed the right to vote. A system of separation of powers was given. The legislative, executive and judicial branches all had equal authority. Although the king served as the Assembly's leader, the members of the Assembly shared power rather than having it concentrated in the king's hands. This guaranteed that decisions were taken in the public interest.
