Friedrich Wilhelm IV was the king of Prussia. He ruled from 1840-1861. In the city of Frankfurt, a sizable number of political associations with members who were middle-class professionals, businessmen, and wealthy artisans decided to vote for an all-German National Assembly in 1848. They created a constitution for a monarchy-ruled country in Germany that would answer to a parliament. Fredrich Wilhelm backed the monarchy and opposed the German-elected parliament. Although he was a genuine conservative, he also assured the populace that the constitution would be formed in the future. But because he favoured the monarchs, he rejected the idea of establishing an elected legislative body.
