However, during the elections of 1987, the then-opposition leader, Devi Lal, launched a movement against the government's policies. He formed a new party called the Lok Dal. Soon, he was joined by other parties who came together to contest elections against Congress. The people, who were already disillusioned with the incumbent government, were attracted to the promises made by Devi Lal. People voted for this alliance because they expected the loans of farmers and small business people to be waived. As a result, the alliance won and formed the government.
