The stability of carbon oxides is decided with the help of Ellingham diagram.
When  carbon changes to  CO2 ,entropy  (ΔS)   is very  small  and  (ΔG)   hardly shows any change with increasing temperature but when carbon changes to CO ,  ΔS is positive  and  ΔG    becomes  more negative with increasing  temperature .Below 983K.temperature,  formation  of  CO2  is  favored whereas, above this temperature , formation of  CO  is  more stable than CO2  at more than 983 K temperature
