Concept: Albugo is a genus of oomycetes that are parasitic fungi. They are not a  true fungus. It affects plants as a disease. It results in illnesses like white blisters or white rust in the tissues of above-ground plants.
Algal fungi, Phycus alga, are also known as phycomycetes. It is known as an algal fungus because of its aqueous environment and thallus appearance. True fungi are not fungus albugo. Albugo, which appears as white smooth irregular pustules or blisters on the leaves or stems of the plant, is the disease that causes white rust, which is why the root is not affected by albugo.
