Gandhi wrote a letter to Irwin as an ultimatum before the Civil Disobedience Movement. Lord Irwin presented an offer of dominion status. Indian leaders did not accept it. Jawaharlal Nehru declared the aim of Purna Swaraj at the Congress Conference of 1929. Mahatma Gandhi found the time appropriate for the launch of a full-fledged movement to achieve the goal. So he presented a letter to Lord Irwin on 31st January 1930, starting eleven demands, after which he would launch the Civil Disobedience Movement.
