In 1919, Gandhiji made the decision to start a nationwide satyagraha in opposition to the planned Rowlatt Act (1919). Despite the Indian members of the Imperial Legislative Council uniting in opposition, the body had hastily approved this Act. It granted the government the authority to suppress political activity and permitted the two-year detention of political detainees without charge. Mahatma Gandhi called for nonviolent civil disobedience beginning on April 6 with a hartal in opposition to such unjust laws. Numerous cities organised rallies, railroad workshop workers went on strike, and businesses closed. The British government chose to clamp down on nationalists in response to the mass revolt and its fear that it might disrupt transportation and communication networks like the trains and telegraph.
