General Pervez Musharraf issued a 'Legal Framework Order' in August 2002 to change Pakistan's constitution. He extended his tenure for five years using this. The President could dismiss the national or provincial assemblies with this proclamation. A National Security Council, dominated by military commanders, oversaw the activities of the civilian cabinet. After the passage of this law, elections to the national and state legislatures were held. As a result, Pakistan had elections and elected legislators with some authority. However, military officials including General Musharraf gave the final verdict. Consequently, he empowered himself by issuing the Legal Framework Order.
