Generally which solvent can be used  for Paper Chromatography separation technique?

For separation of components which are not soluble in water, organic solvent like Alcohol is used which will act as mobile phase. Water can also be used as solvent. 

It is preferable to use a less polar solvent, such as ethanol, so that the non-polar compounds will travel up the paper while the polar compounds will stick to the paper, separating them.
