For measuring the voltage across some load in circuit the voltmeter must draw zero current. As voltmeter has a high value of resistance, it is connected in parallel so that it draws no value of current. A voltmeter is always connected in parallel in the circuit to measure the potential difference between two points.

As the voltmeter is connected in parallel, when a voltmeter is put across a part of the circuit (load resistor), it draws some current from the circuit. Due to which, the current through the load resistor decreases which decreases the potential drop across the load resistor. Hence, the voltmeter put across a part of the circuit; it reads slightly less than the original voltage.

It is the resistance of the voltameter which causes the drop of the voltage across the load resistor. If the voltmeter is ideal the reading will be correct.
