Haryana was ruled by the Indian National Congress from 1982-1987. Under the rule of Congress, the farmers and small business owners suffered as they were not granted any schemes, nor did the government undertake any policies to decrease their suffering. The farmers and small businesses were suffering from loans and debts. Thus, Chaudhary Devi Lal led a movement called Nyaya Yudh or the Fight for Justice and founded a new party called the Lok Dal party, which stood against Congress in the 1987 Haryana Assembly elections. Moreover, Devi Lal promised to waive off these loans and debts to remove the suffering of the small farmers and businessmen.
