High resistance is usually connected in series with an electrostatic voltmeter for safety reasons.

An electrostatic voltmeter measures the voltage of any particular material's surface without transferring excess current charge.

The relationship between current and resistance could be written as, I = V R  i.e. for the constant value of voltage, the current is inversely proportional to the resistance.

As the resistance increases, the current decreases and vice versa.

Connecting high resistance in series with the voltmeter will take as less current through it as possible. It makes total net resistance higher hence it draws no current from the circuit and all of the current goes through the element across which voltage is to be measured hence more accurate value is obtained. The current passing through it is almost negligible due to the presence of very high resistance.
