How can dry blue litmus paper differentiate between dry HCl gas and HCl solution?

A blue litmus paper turns red in presence of an acidic solution. It changes colour in presence of hydrogen ions but in the case of dry $\mathrm{HCl}$ gas, it does not dissociate giving hydrogen ions. Thus, there is no colour change for dry $\mathrm{HCl}$ gas.
