How Did the 1791 Constitution Affect France’s Administrative Divisions?

The Constitution of 1791 reorganized France’s administrative structure to create uniformity, equality, and efficiency across the nation. Before the revolution, France was divided into provinces ruled by nobles, each with its own laws and privileges. This system was highly unequal. The constitution replaced these provinces with 83 departments, each roughly equal in size and population. 

Each department was subdivided into districts, cantons, and communes, ensuring equal representation and better governance. Local officials were elected rather than appointed by the monarchy, marking a major shift toward democracy. This reduced aristocratic influence and promoted fairness in taxation and administration. The new divisions simplified communication, law enforcement, and record-keeping.
