When Gandhi entered the Indian political scene after the First World War, the national movement transformed into a mass movement—placing several onerous taxes on Indians.
Certain factors led to changing national movements into mass movements after the first world war.  During the first world war, Gandhiji came to the scene of Indian politics, where he persuaded people to join protests in large numbers.  The methods used by him of non-violence, Satyagraha, truly changed the national movement into a mass movement.  The Britishers spent a lot of money to win the first world war, and to spend such a significant amount, they imposed taxes on Indians to levy that money.  And this step angered the general masses, and they turned against the colonial government and started participating in protests to gain their freedom.
