The non-cooperation khilafat movement started because the middle class participated in the cities. As a result, many people surrendered their titles and Council elections were boycotted. Since one of the stages of the unfolding of the non-cooperation movement was to boycott the government-controlled institutions, many students left the colonial government-controlled schools and colleges, and headmasters and teachers resigned from their posts. And lawyers also joined the non-cooperation movement as they gave up their legal practices to support the boycott. Many towns boycotted the elections of the council, except for Madras. The Justice Party of Madras felt that the only way to gain some power would be to enter the council.
