A few gram Panchayats are grouped to form the Panchayat Samiti, or Block or Mandal.
A Panchayat Samiti is formed at the block level. The members of the Samiti are elected by all the members of panchayats in that area. In other words, the members of all the panchayats that group together to form the Samiti elect the members of Panchayat Samiti. A Panchayat Samiti is composed of all the sarpanches of the gram panchayats, and the MPs and MLAs of that block. The Panchayat Samiti also includes some officers of that block and the elected members of Zila Parishad. The block is formed by the elected members of Zila Parishad.
