The political, subadari, financial, and military affairs of the province of Awadh were all under Burhan-ul-Mulk Sa'adat Khan's control. Therefore, the political, economic, and military concerns of the province of Awadh were under his control. At the beginning of Khan's rule, the zamindars of Awadh disobeyed Mughal laws. Khan dispatched spies to examine agricultural productivity to alleviate the fiscal and jagirdar worries of Awadh. No one seemed to favour his plan, not even the zamindars. According to local officials, jagirdar agents worked to prevent it from being implemented. The personal attendants of the jagirdar regarded Khan's plan as an attempt by Khan to topple the existing jagirdar regime.
