Ideas of national unity in early-nineteenth-century Europe were closely allied to the ideology of Liberalism. Liberalism represented individual freedom and fairness for all people under the law for the new middle classes. It meant that middle-class liberals desired the end of the monarchy and favoured the establishment of a republic where people had the right to express themselves. Political Liberalism also emphasises the right of the people to have a say in who leads their country. In terms of politics, it emphasised the idea of consent-based government.
