The non-participation of industrial workers in the Civil Disobedience Movement was because theindustrialists were close to Congress.
Industrial labourers were worried about their wages and the provocation they sought by working under industrialists. Meanwhile, the industrialists were exceptionally close to Congress. They gave monetary help to Congress, so the party worried more about industrialists than labourers. Congress also feared that including the workers in the movement would alienate industrialists and divide the anti-imperial forces. On the other hand, labourers knew the Congress and industrialists bond, so they saw no advantage from the joint defiance movements. Consequently, the workers, except in the Nagpur region, did not participate in Civil Disobedience Movement.
