No fixed payment for peasants was the demerit of the Permanent Settlement for peasants. Lord Cornwallis introduced this system in 1793. The system was mainly introduced in the areas of Bengal and Bihar. According to this settlement, 10/11 of the production was given as tax to the British East India Company, and only 1/11 was left with the zamindars. Land revenue was fixed, thereby giving a regular income to the Company. The main disadvantage of peasants was that, in this system, there was no fixed pay for peasants. Peasants were at the mercy of the zamindars. Another was that their land rights were taken away and given to zamindars.
