We know that,

Speed = \frac{Distance}{time}

.
Speed of bus =

\frac{195}{3} = 65

Speed of train =

\frac{300}{4} = 75

\frac{Speed of bus}{Speed of train} = \frac{65}{75} = \frac{13}{15}
