An object is said to be at rest if its position with relation to its surroundings does not vary over time. An object is said to be in motion if its position changes in relation to its surroundings and time.

According to question If a force of 45 N is applied to the right side of the body while a force of 45 N is applied to the left side of the body, and the body is originally at rest.
If we consider F1=-45 N (Force direction is opposite) and F1=45 N
ThenFnet=F1+F2=-45+45=0N.
Hence we know that if magnitudes are same but direction of force is opposite then we can say it is balanced force.

Because the net force on the body is 0 N, there is no change in the body's state of motion, and the body is at rest.
