A restriction enzyme cuts the DNA strand between a particular nitrogen bases of the sequence in both the strands. If it has to form blunt ends, then if it cuts the DNA between G and A one strand, in the opposite strand it has to cut between T and C which it cannot. If it cuts the DNA strand between A and T it can also cut the other DNA strand between A and T to make straight cuts and form blunt ends in the DNA fragments.
