is negative number, then that line does not pass through the quadrant.

Given line $y=mx+c$ 

$\begin{array}{c}mx-y=-c\\ \frac{x}{\frac{-c}{m}}+\frac{y}{c}=1\\ x\text{-intercept}\left(\frac{-c}{m},0\right)\\ y\text{-intercept}\left(0,c\right)\end{array}$

If m is positive and c is negative, then x-intercept $\left(\frac{-c}{m},0\right)=\left(positive,0\right)$ is lies on positive X-axis and y-intercept$\left(0,c\right)=\left(0,negative\right)$ is lies on negative Y-axis

$\therefore$ The line passing through these points in $Q_1,Q_3,Q_4$ but not passing through the $Q_2$
