In 1883, the Ilbert Bill was introduced. It was first used during Lord Ripon's tenure as Viceroy. According to the bill's provisions, an Indian judge in a sessions court could try a charge against a European and seek equality in the country between British and Indian judges. Before the bill's introduction in 1873, British subjects were exempted from trial by Indian magistrates. Indians were outraged when white opposition forced the government to withdraw the bill. The event highlighted British racial attitudes in India. Since 1880, there has been a desire for an all-India organisation of educated Indians, but the Ilbert Bill controversy heightened this desire.
