Pastoralists were not permitted to enter or access the protected forest. Permits for entrance were issued to the nomads. The time and place of entry into the forests were set. Their movements were strictly controlled. They were only allowed to stay in the forest for several days. They couldn't stay in a place even with plenty of food. They had no choice but to relocate because the Forest Service permits issued to them had taken over their life. They were penalised if they spent too long in the forest.
