In 1905, Bengal was divided by Lord Curzon.
Bengal, which comprised parts of Bihar and Orissa, was the largest province of British India. Bengal was to be divided, the British claimed, for administrative reasons. Moreover, it was intimately related to the goals of the British government and business elites. Nevertheless, the government divided East Bengal and combined it with Assam rather than expelling the non-Bengali regions from the province. Potential British goals included dividing the Bengali people and limiting the power of Bengali leaders. Bengal's division enraged people across India. It was opposed by all factions of Congress, including both the moderates and radicals. Hence, large public gatherings and protests were planned, and innovative strategies for widespread dissent were created.
