The most desirable feature of pastoralism is the lack of fixed residence of the pastoralists, which allowed them to move, in times of drought, to better places and avoid crises. However, as the movements of the pastoralists came to be severely regulated by the colonials, they became much more vulnerable in times of drought. The British utilised the best grazing grounds of Massailand for their settlements; other grazing lands were transformed into game reserves like Maasai Mara in Kenya, and peasants started extending cultivation to the erstwhile grazing fields. In return, the Maasais were confined to an arid territory with substandard pastures; special permits to move around were issued with incredible difficulty. As a result, pastoral animals died of starvation and disease, in large numbers, during drought conditions.
