The proposal of a Constituent Assembly was put up in December 1934 by M. N. Roy, an advocate of radical democracy and a leader of the Indian Communist movement. The Indian National Congress officially endorsed it as demand in 1935. The Indian National Congress conference was presided over by Pt. Jawahar Lal Nehru in Lucknow in April 1936. When the official demand for the Constituent Assembly was made, the Government of India Act, 1935, which imposed the Constitution against the Indian people's will, was rejected. C. Rajagopalachari demanded an adult-voting Constituent Assembly on November 15, 1939, and the British complied in August 1940.
