The Criminal Tribes Act was enacted by the colonial administration of India in 1871. This law designated many communities of artisans, traders, and pastoralists as criminal tribes and mandated that they only live in designated village settlements. The colonial authorities desired control over a settled populace. They desired that the rural populace reside in communities in predetermined locations with predetermined rights to specific fields. Such a population was simple to locate and manage. People who lived in settlements were viewed as peaceful and law-abiding, whereas people who lived in nomadic groups were perceived as criminals.
