During this time, General Pervez Musharraf overthrew the democratically elected government and established military authority in October 1999. From being the Chief Executive, he designated himself as the President of Pakistan in 2002. In 2002, he issued a ‘Legal Framework Order’ stating that the President can dismiss the national and provincial assemblies. A National Security Council had been established, which consisted of military leaders. Despite the presence of elected members in the national and state assemblage, the military leaders had the final say. Therefore, the political setup of Pakistan transitioned from a democracy to a dictatorship.
