In 1979, the Government of India appointed the Second Backward Classes Commission, headed by B.P. Mandal. It is famously known as the Mandal Commission. It was assigned to decide the criteria to identify the socially and educationally backward classes in India and suggest their advancement. The B.P Mandal Commission submitted its report in 1980, and then the ruling government suggested the need for reservations for such employment classes to help represent their government employment.
